John E. Phillips, FACHE

John E. Phillips, FACHEJohn Phillips, FACHE, serves as president of Methodist Dallas Medical Center.

Since stepping into the role in 2018, Phillips has guided the hospital through accomplishments including recruitment of additional medical staff members to meet the growing needs of the hospitals service area, further development of the Da Vinci minimally invasive surgical program, established the MHS Extracorporeal Membrane Oxygenation (ECMO) Program and numerous hospital expansion and renovation projects providing the hospital’s patients access to high-quality healthcare services. Under his direction, Methodist Dallas has received accreditations as an American Nurses Credentialing Center Magnet Facility, Level I Trauma re-designation and Level III maternal and neonatal intensive care designation.

John has been a member of the Methodist Health System family since 2011. John served seven years as president of Methodist Mansfield Medical Center, a 254-bed non-profit acute care hospital. Under his leadership in Mansfield, the hospital achieved Magnet designation for excellence in nursing and opened the $118 million Amon G. Carter Foundation Heart and Vascular Center as well as a new patient tower and $11.8 million professional office building.

Prior to joining Methodist, Phillips served as Chief Operating Officer at CHRISTUS St. Michael Health System in Texarkana and Chief Operating Officer at Davis Regional Medical Center in North Carolina.

Phillips earned a Bachelors in Physical Therapy from UT Southwestern, an MBA from Hardin-Simmons University and a Master of Health Care Administration from Trinity University. Outside of his role at Methodist Dallas, John, his wife, and two children enjoy family vacations, hiking, and traveling.

Barbara Madson Madden, MSN, RN

Barbara MaddenBarbara Madden, MSN, RN, is a driven clinical leader with over 22 years of experience in acute inpatient and outpatient services. She began her career at Methodist Dallas in 1985 as a staff nurse in acute medical-surgical.

Barbara holds a Bachelor of Science in nursing from St. Olaf College in Northfield, Minnesota, and a Master of Science in nursing from the University of Texas at Arlington. After serving as a staff nurse for six years, Barbara earned several promotions including critical care educator, manager of the surgical/trauma intensive care unit, and director of nursing for adult critical care services. She held this latest leadership role for 19 years until her recent promotion to vice president, chief nursing officer.

Leslie Cler, MD, FACP, CPE

Leslie ClerLeslie Cler, MD, FACP, CPE, is Chief Medical Officer (CMO) of Methodist Dallas Medical Center. Dr. Cler has been a practicing physician with Methodist Dallas Medical Center since 2010. He graduated from Texas Tech University in 1996 and later earned his medical degree from the University of Texas Southwestern Medical Center (USTW) in 2006. He then completed a three-year residency in Internal Medicine at UTSW and subsequently practiced as an internist in central Texas for a short time. Desiring to return to an academic setting in Dallas, he then joined as Internal Medicine Residency faculty at MDMC.

While at Methodist Dallas, Dr. Cler has had the opportunity to serve as chair of the Pharmaceuticals and Therapeutics Committee, Opioid Stewardship Committee, co-chair of a system-wide Sepsis Committee for several years, and co-owner of a previous system-wide Physician Wellness Committee amongst numerous other committees with which he has been and is involved. He has continued to provide bedside care to patients as a hospitalist and remains an active member of the Internal Medicine core faculty, regularly teaching and attending on internal medicine wards. He is also the MDMC site clerkship director for UTSW students rotating at MDMC. He has been the Utilization Management Medical Director for the Methodist Health System since 2013. Dr. Cler is a Fellow of the American College of Physicians (FACP) and a member of AOA, the Society of Hospital Medicine, the Dallas County Medical Society and other medical professional societies. He is also a Certified Physician Executive (CPE), a certification awarded by the American Association for Physician Leadership.

Arturo Herrera III

Benson ChackoArturo Herrara III, is Vice President of Operations of Methodist Dallas Medical Center.

Arturo spent much of his professional healthcare career at Methodist Dallas. Prior roles include Director of Physician Development, Director of Neuroscience and Orthopedic Service Lines and Assistant Vice President of Operations. Arturo’s introductory role at Methodist Dallas was through the Administrative Residency program.

Arturo graduated from Rice University with a Bachelor of Business Administration in Policy Studies and Philosophy. He received his Master of Science from Trinity University with a focus on Health Care Administration. Arturo prioritizes his commitments to the community by maintaining his position as a board member of Bishop Dunne Catholic School, among other organizations.

Blaise Bondi, CPA
Vice President of Finance
Methodist Dallas Medical Center

Emily DykesBlaise Bondi, CPA, is Vice President of Finance for Methodist Dallas Medical Center. Blaise has over 30 years of healthcare finance experience, including roles as facility chief financial officer and controller for two large national healthcare systems.

Prior to joining Methodist Dallas, Blaise served as a Project Chief Financial Officer for Community Hospital Corporation, which manages rural hospitals.

Blaise earned his MBA from Loyola University in 1995 and his Bachelor of Science in Accounting at the University of New Orleans in 1986.
